Pro-poor governance of global adaptation funds

A draft discussion paper
 
This paper identifies key principles and provisions needed in the climate policy process and in a Copenhagen agreement to ensure that international adaptation funding is targeted at those most vulnerable, including through their active participation in decision-making at all relevant levels. It draws on experiences to date with existing climate change adaptation and other international funding mechanisms, and sets forth concrete, workable suggestions for pro-poor governance of international adaptation funding.

The Paper was commissioned by CARE International, Germanwatch and Bread for the World and published for the first time during the UN climate negotiations in Bangkok in October 2009. It will be further evolved.
