| This paper identifies key principles
and provisions needed in the climate policy process and in a Copenhagen
agreement to ensure that international adaptation funding is targeted at
those most vulnerable, including through their active participation in
decision-making at all relevant levels. It draws on experiences to date
with existing climate change adaptation and other international funding
mechanisms, and sets forth concrete, workable suggestions for pro-poor
governance of international adaptation funding.
