The Layers of the Doll: Exploring the Russian Position to Copenhagen

As negotiations towards Copenhagen intensify, the position of the Russian Federation remains largely a "black-box". A cabinet discussion planned for the 22nd of October to discuss the Russian position was postponed. The lack of a clear position makes interaction between Russia and other parties difficult for both other governments and the Russian delegation. This paper analyses key elements of Russia's 'implicit' position, including emissions reduction targets, financing, effort sharing, and the treatment of forests under the post-2012 climate regime. Finally it offers scenarios on how to negotiate with Russia in Copenhagen.
