Climate Change as a challenge to poverty reduction

Introduction

The consequences of climate change are of ever increasing importance for development politics. Climate change poses a significant threat to the goals of the fight against poverty. The UN negotiations for a new global climate change treaty are gaining momentum, but without the consideration of the development politics' perspective an equitable climate treaty is impossible.

In the run-up to the UN Climate Conference in Bonn (2-13 June 2008) Germanwatch and the Heinrich Boell Foundation (in cooperation with other partners) will hold on the 30 May and the 31 May an international conference on climate change and poverty reduction. The conference will serve as a forum for opinion and information exchange, and will send a signal to the UN Climate Negotiations: the path to a just Climate Treaty must be made clear.

Opening panel "Climate destabilisation and loss of species: is there a future for development politics?"

The UN Conference on Biodiversity ends on 30 May in Bonn, the next round of the UN climate negotiations will begin on 2 June. Destabilisation of the global climate and the loss of species caused by numerous processes challenges the international community. Coping with this challenge will co-decide the future of development politics. Which problems do poverty reduction and development politics have to face? Which solutions appear appropriate and realistic to cope with these challenges? What does this mean for the development model of the industrialised world? How is the German development cooperation prepared for these challenges?

Important:

Movie information: By 2010, about seven billion people will inhabit the earth, by 2050 it probably will be nine billion. To provide them all with the living standard of the industrialised countries would require five planets. Do we have to accept radical cut backs in our living standard to ensure survival of all? Is humanity able to change its course?

9.30-12.00 am: Poverty reduction and development politics: challenges in face of climate change

Climate change is a double challenge. Globally the limitation and reduction of emissions is needed to avoid dangerous climate change. At the same time the developing countries in particular have to face the adverse consequences. How does climate change affect the poor? How should development politics be designed in order to effectively cope with these challenges? How do the answers differ from developing country to developing country? What can and must be expected from UN climate policies, in a time of intensifying negotiations toward a new global climate deal?

Climate change challenges the whole society. Politics alone can not solve the problem. Public support for necessary policies on mitigation and adaptation is needed. Which role can and must the civil society play in key countries and internationally? How can political pressure be developed and progressive alliances be shaped? What has to happen on the way to Copenhagen 2009?
