Sino-European Partnership on Low Carbon and Sustainable Urban Development

The “Sino-European Partnership on Low Carbon and Sustainable Urban Development” aims at fostering the cooperation in the field of climate change and low carbon urban development between China, Germany, and the EU. The project is jointly realized by Germanwatch and E3G - Third Generation Environmentalism, and funded by Stiftung Mercator.

The project addresses the common interest of the cities Bonn and Chengdu, an emerging megacity in the province Sichuan (P.R. China), to further develop their city partnership to a low carbon partnership. Germanwatch and E3G will support the City of Bonn providing a framework for dialogue and the exchange of experiences in the form of discussion rounds, expert workshops and dialogue events between stakeholders from Chengdu and Bonn on climate protection and sustainable urban development.

In Shuangliu, a district of Chengdu, a cross-sectoral cooperation platform will initiate the implementation of low carbon strategies and sustainable development. The platform will bring together stakeholders from Chengdu and Europe in order to formulate a vision and a strategic agenda for the implementation of sustainable low carbon urban development in Shuangliu.

A second dialogue programme will take place in Wuhan, Hubei (P.R. China), focusing on incentive schemes for low carbon development. The project scope here is twofold: working with local stakeholders to support the set up of a regional emissions trading scheme through EU-China collaboration; and exploring other substantial measures in the areas of energy efficiency and climate protection.

For both dialogue programmes, E3G and Germanwatch will work with different partners for setting up the necessary political platforms and frameworks, the analysis of low carbon city strategies and policy instruments, and the development of policy recommendations.

The project systematically promotes the exchange and cooperation between German/European and Chinese decision makers in politics and government and experts from science, civil society and business. In particular, project partners will also help promote an effective EU-China civil society dialogue on sustainable development and low carbon development issues.
