Financing for energy efficiency in buildings in China and Germany

The paper describes policies for financing energy efficiency in buildings in China and Germany. In both countries energy consumption of the building sector constitutes a large share of the overall energy consumption. While the situation in regard to the size and age of the existing building stock and the construction rate of new buildings differs in China and Germany, there are nevertheless some similar challenges where sharing of experiences could be helpful.

The scoping paper starts by describing policies on the national level for financing energy efficiency in buildings in both countries. This is followed by a case study on the provincial/city level in order to identify potential additional initiatives and financial support. And finally the paper ends by suggesting a broad set of questions in which regard sharing of experiences could in the authors view be helpful.
