COP30 will take place from 10 to 21 November in Belém, Brazil. Ten years after the Paris Agreement, the international community is facing a major challenge: current ambitions are far from sufficient to limit global warming. At the same time, geopolitical tensions are hindering progress.
This year's climate conference will therefore focus on closing the global ambition gap: national emission targets must urgently become more ambitious and the phase-out of fossil fuels must be driven forward worldwide. The Global Goal on Adaptation (GGA) must now be made operational with robust indicators. At the same time, the international community – led by the developed countries as the largest emitters – must secure climate finance for low-income countries and strengthen the agenda for a just transition through concrete and binding commitments.
The paper answers the key questions about the World Climate Conference and summarises Germanwatch's expectations for COP30. The focus is on:
- Closing the ambition gap in the NDCs
- A political breakthrough on the Global Goal on Adaptation
- Increasing climate finance
In addition, other negotiation topics are analysed and areas relevant to climate policy but not on the formal agenda are discussed.
